Two eras: Canal, then Rail. On your turn take two actions (one each in the very first round). Every action costs a card from your hand: tap an action, then where, then the card to give up. Coal, iron and beer are found for you automatically.
Build an industry tile β a location card builds in that town; an industry card builds that industry anywhere in your network (anywhere at all if you have nothing on the board yet). Canal Era: one of your tiles per town. Coal must come from a connected mine, or the market through a connected merchant; iron comes from any works or the market.
Network β a canal (Β£3), or in the Rail Era a railway (Β£5 + coal), or two railways (Β£15, two coal and a beer). Links must touch your network.
Develop β remove one or two tiles from your mat (an iron each) to reach better ones. Sell β flip cotton, manufactured goods or pottery connected to a merchant that wants them, paying beer; the merchant's own beer earns its bonus. Loan β Β£30, income drops three levels. Scout β give up three cards for a wild location and a wild industry card. Pass.
A tile flips when sold (or its coal / iron / beer is used up): it raises your income and scores its VPs at the end of each era. Links score the link icons on flipped tiles at their ends (merchants count 2). After the Canal Era, level I tiles and all links are removed.
Turn order each round: whoever spent least goes first. Income is paid at the end of every round (negative income is paid out too).
